CFF is also the evaluator for Sacramento County’s CAM-funded Children in Focus (CIF) project. The two main components of CIF include Resource Recovery Specialists and a parenting program for family affected by addiction.  CIF component of the DDC and the EIFDC, in which eligible families are given the opportunity to participate depending level of risk.  All CIF participants also are enrolled in Celebrating Families (CF), a family-centered parenting program that includes parents and children together. Children learn about addiction and its impact on family systems along with their parents in an age- and developmentally-appropriate manner.  Meals are enjoyed together and families learn to communicate about the difficult issues that make healing possible. 
The evaluation employs a quasi-experimental research design to measure the value added by CIF to the existing Family Treatment Drug Courts (FTDCs) to promote the safety, permanency and well-being of infants prenatally exposed to methamphetamine or other substances and their siblings. CAM participant outcomes are compared to outcomes experienced by a sample of families who participated in DDC and EIFDC between April 1 and September 30, 2009, prior to the implementation of CIF. In addition to a statistical comparison of CAM participant outcomes to those among families in this historical comparison group (“comparison condition”), CFF’s evaluation tracks performance indicators over time and provides ongoing feedback and documentation to support project improvement.
