Robeson County Family Treatment Court Profile (LUMBERTON, NORTH CAROLINA)

PFR Program Overview

Established on March 14, 2008, the Robeson County Family Treatment Court (RCFTC) began as a component of the Robeson County Bridges for Families collaborative. The RCFTC has successfully partnered with the Robeson County Department of Social Services, Robeson County Guardian Ad Litem, and Robeson Healthcare Corporation (RHCC) since its inception. RHCC is considered a leader in North Carolina’s primary and preventative health care and substance abuse services to the residents of our service area. RHCC is a private nonprofit Federally Qualified Health Center (FQHC) and is accredited by the Joint Commission.  The PFR project will enable the collaborative RCFTC team to provide enhanced parenting services through Parents as Teachers and Celebrating Families! and also expand children’s services to include TF-CBT and Play Therapy.

Tompkins County Family Treatment Court Profile (ITHACA, NEW YORK)

PFR Program Overview

The Tompkins County Family Treatment Court (Tompkins FTC) provides court supervision and comprehensive case management for parents with substance use disorders and their children. Tompkins FTC was implemented in 2001 under the supervision of Family Court Judge John Rowley and has utilized a collaborative team approach from its inception. The Tompkins FTC Team includes staff from child welfare, substance abuse treatment agencies, parent respondents’ attorneys, attorneys for children and domestic violence services.  Through PFR, the Tompkins FTC will add a Parent-Child Services Coordinator to the team to ensure FTC families receive needed parenting and children’s services, enhance existing home visitation services with the evidence-based SafeCare model, and implement the Strengthening Families Program to improve overall family functioning.

Pima County Family Drug Court Profile (TUCSON, ARIZONA)

PFR Program Overview

Pima County Family Drug Court (FDC) will use an innovative Family Recovery Plan to coordinate the parents’ substance abuse treatment and support services with the children’s developmental, medical and mental health services. FDC will partner with Division of Child Safety and Family Services (DCSFS), the Easter Seals Blake Foundation, and the Pima County Public Health Nurse to demonstrate the efficacy of an early-reunification model with strong, evidence-based in-home interventions. FDC and Child Safety and Family Services are poised to take a historic step toward sustainability by transitioning case management to a specialized FDC/DCSFS unit.

San Francisco Family Treatment Court Profile (SAN FRANCISCO, CALIFORNIA)

PFR Program Overview

The San Francisco Family Treatment Court (FTC) provides court-monitored assessment, case management, and treatment planning to connect participants with appropriate services and support families to address their complex needs.

FTC’s PFR program builds on local efforts to expand access to children’s therapeutic and developmental services by creating an Integrated Care Management model that is highly coordinated, inter-generational in scope, and functions under the rubric of "One Family/One Plan.” FTC will develop an attachment-based system that assumes families have experienced significant trauma and fragmentation.

FTC will provide SafeCare to deliver evidence-based parenting education directly to families where they live. Additionally, FTC will enhance care coordination to ensure all children receive timely assessments and access to therapeutic and developmental services and other core needs. FTC will also ensure that all family members are linked to services that are aligned, integrated, and effective, including therapy, attachment support, vocational training, and housing. The Department of Public Health will hire a Public Health Nurse and Children’s Treatment Coordinator who will be core members of the FTC team and carry out the functions of FTC’s PFR enhancements.
